As of June 2005, Dr. Robert Ing assembled a petition consisting of over 5 million signatories around the globe for the endorsement of government use of A full year worth of lobbying and mobilizing the global Internet community to endorse the use of ECHELON and Signal Intelligence systems to save children from being victims of child pornography.
According to Dr. Robert Ing, author of Chatter Beyond the Fringe (Ing 2007, 197)
"ECHELON is the largest signals intelligence (SIGINT) system in the world. ECHELON routinely monitors 90% of the world's Internet traffic indiscriminately and filters out or selects specific transmissions based on keyword phrases, digital signatures,and digital image values."
Although ECHELON and smaller Signal Intelligence are available to aid law enforcements in the war on Child Pornography.
Dr. Robert Ing highlights " The United States government refuses to officially, publicly acknowledge that ECHELON exists, while the other four countries involved in the system have accepted the fact that the majority of their citizens know about the system in general terms but are not forthcoming on any other information regarding these systems that their citizens pay for via their taxes."
